Biography:
Dr. Stone earned his Ph.D. at the Paul H. O'Neill School of Public and Environmental Affairs at Indiana University, M.P.A. from the University of North Texas and B.A. at Skidmore College.
Dr. Stone is a faculty affiliate of the Office of Water Programs at Sacramento State University and has worked at Indiana University Public Policy Institute and Indiana Fiscal Policy Institute.
